Treasurer’s Report: Katie Costanzo – We had $5k in income, mainly from the Car show registration and regalia. Expenses were small; chiefly mailing the rosters. There is about $2700 in the Messineo fund.
Correspondence: Pat Galvin – The only mail was Ye Olde Valve Clatttre, thenewsletter from the Portland, OR MG club.
Editors’ Report: Pat Galvin and Kim Mercer – April Oilspots will be late due to Kim being on vacation. We still need your articles and photos, so send them in. Pat will gladly help you with edits!
Ongoing items:
- The Freese Legislative Update: Ken Freese –
- SB712 This bill would fully exempt a collector motor vehicle from the smog check requirement if the vehicle is at least 35 model years old and proof is submitted that the motor vehicle is insured as a collector motor vehicle.

- Motion from members to send letters of support to legislators. Discussion among members. Voted to do a letter from the club president to the sponsoring senator, and create a general letter for members to use and mail out. Dave will draft and Katie O said she would help with edits.
- New bills:
- SB 766 just introduced. Titled “California Combating Auto Retail Scams (CARS) Act”
- SB 720 This bill would authorize a city, county, or city and county to establish an automated traffic enforcement system program to use those systems to detect a violation of a traffic control signal, if the system meets specified requirements. The bill would require a violation of a traffic control signal that is recorded by an automated traffic enforcement system to be subject only to a $100 civil penalty, as specified. This bill would require a $25 filing fee for an appeal challenging a notice of violation issued as a result of an automated traffic enforcement system.
- SB 615 pertaining to suppliers’ responsibility for the recovery and recycling of lithium-ion vehicle batteries sold with motor vehicles in the state.
- AB 368 would extend the smog exemption from vehicles that were manufactured prior to the 1976 model year, to any motor vehicle that is 30 or more model years old.
- AB 981 Existing law requires a person who has been convicted on or after January 1, 2019, of driving a motor vehicle under the influence of an alcoholic beverage, to install for a period of time, as ordered by the court, an ignition interlock device (IID) on the vehicle they operate. This bill would impose a similar requirement for persons convicted of specified driving offenses relating to excessive speed, reckless driving, and exhibitions of speed to install an ISA for a period of time, as ordered by the court.

- Regalia Update: Dale Nichols – License plate frames are now available. Dale is busy with ordering extra club regalia that he’ll have for sale at the show.
- Welcome Wagon: Katie O – Has many member name badges so contact her if you ordered one but haven’t received yours. She will have them at the Show in May.
- May 18th Dixon Car Show:
- February 12th 7:00pm Workgroup met at Costanzo’s Home. We went over the tasks ahead and coordinated assignments.
- Please volunteer for parking, set up and take down!! See sign-up sheet tonight!
- We have 91 cars registered so far. Last year it was 62 at this time. We have posters here to distribute and hang in your favorite business’ window. Register your car soon; online is easy on the UBSCC website
The Raffle donations are slow: Look in your garage for donation items! Items should be new and in good condition.
- May 9th – Steve Blair offered his house for Stuff It from 4 pm till we finish our potluck dinner.
2025 Event Calendar: Members discussed events for 2025. Some of these items need a sponsor or need to be confirmed. Contact Dave if you have information or would like to sponsor.

- Go Carts (mid-week proposed, Ken Freese).
- Snell Foundation - Tim Waller. Helmet Presentation – super interesting tour/presentation regarding racing and motorcycle helmets. Would be a couple of hours. Tim will check and get more information for those interested.
- Consider Old Town Sac tours such as the underground tour, Railroad Museum, and/or Cemetery tour.
- NEW - Date TBD; Fall Picnic Rally at Sobon Winery – Dave Underwood
Old Business
- February 8th; Carz n Coffee – Mike Rapoza: we met at Sweet Dozen donut shop 5207 Madison Ave. Lots of different cars show up; including quite a few Lotuses.
- February 21st; Fair Oaks Tech Session - David Neff: had a tech session to go over a Bugeye Sprite that is a stalled restoration and on jack stands since 2007. About 9 members came. They used a scope to inspect inside the gas tank. Saw lots of gravel. The owner, who had passed away, had many upgrades he was going to do to the car. Some of those attending the tech session weren’t sure the widow should still try to have these done.

- Upcoming Events /New Business
- March 8th; Carz n Coffee – Mike Rapoza.8-10 am at Starbucks in Gold River.
- March 15th; Shamrock Rally – Pat Galvin: This will be a 120 mile drive, 3.5 hours. So if you would like to drive, join him in Midtown 8:30 -9:00 am. Contact Pat if you are interested and watch for an email with details
- March 29th, April Fools Rally – Mike Rapoza. He will send an email out soon with details. We plan to meet at the Auto Museum at 9:30 for a fun drive and wind up at a café for a meal. Contact him if you are interested.
- May 12th ARC Award Dinner 4-7 pm – Pat Galvin. The club members donate to the Messineo Memorial Fund -about $2700 so far – the money will go to the Auto Technology Program at ARC, for food and tools (very reduced prices) awarded to top graduates chosen by the instructors and students. They have a new facility, so we are excited to see that. The students and faculty are always interested in our cars with carburetors!
- May 17th; Field Setup for Dixon Show starts at 10 am. We need lots of help!
- June 7th Multi-Club Picnic Rally – Dave Underwood. We are planning an event with Dennis Bentley, president of the Sacramento Jaguar Club; Dave Lawson, the president of the Sacramento Valley MG Car Club; and Tim Waller of the Morgan Club. We are working on the two starting points and routes. We will need a head count in March (this meeting) for final planning.
Grand Poobah Nothing to report
For the Good of the Club –
Dave Neff shared that the Porsche Club is holding their Spring Flowers Time/Speed/Distance Rally on Saturday 4/26 starting in Cameron Park. Cost is $25 to register. It will be organized by classes.
Mary Hargrave shared that the Sacramento Fine Arts Center invites members to show your cars at a Center (located in Carmichael). Artists are interested in exploring subjects that inspire them, and the cars would be great. Check out the playing cards on their website with Sacramento scenes created by member artists. Wine and food are served at events; typically, they start at 5:30 pm. Mary will look into setting up an event for us to join them.
